Hello fellow interneters,
I realise that this is a topic which has been probably covered a lot, and for that I apologise, I just need specific answers, and the others aren't specific enough?
I want to start a site (.com), and the design should be three column and blog-esque. I don't really know how to go about doing this on a normal site. Would I have to use a web host with a basic design package (I have looked into these, but I'd prefer to have original work, rather than the same design as others, and even so, none of the "themes" really suit what I want)? Or what else could I do? Buy a domain server and then HTML it all up?
I just really don't know what to do,
Please help me?

You need to find out if the domain name you wish to use is available. After getting this information, you need to find a good hosting site that offers you the hosting package you need. Some provide a free domain name for the first year. With paid hosting you can make your site using any good web editor installed on your computer. Then you can use FTP program to upload the entire site to the public_html folder (root directory). These may help:

Firstly buy the domain and then create the design in the Photoshop. After creating the design in the Photoshop then create the design the in to HTML and CSS. Upload the design in the CP of the domain hosting. It is easy way to create the website and upload the website in to control panel. Domain is related to there project. It is helpful for describe your project easily. Other than your site is good and helpful for describe your website online.

If you want to make a website and you don't want to spend time on learning the actual coding part. Use wordpress, it's quite straight forward and easy to use for both people with and without coding skills.

Most webhosts offer some templates, but usually these are very limited and ugly if you ask me.

If you want to code it yourself, you need to know HTML and CSS. With those two, you can build a really simple and informative website in a short amount of time. But for the more advanced things like a blog system, photo uploads, comments, user interface and so on... you need to know PHP, Javascript and a database language like MySql. I wouldn't recommend this unless you want to be a web developer.

Hope it works out for you
