Download the windows all in one repair tool.Launch it then go to step 4 tab and create a registry back up then go to the start repairs tab and make sure the items below only are ticked.
Reset Registry Permissions
Reset File Permissions
Register System Files
Repair WMI
Repair MDAV/MS Jet
Repair Hosts Files
Remove Policies Set By Infections
Repair Missing Start Menu Icons Removed By Infections
Repair Icons
Repair Winsock & Dns Cache
Remove Temp Files
Unhide Non System Files
Set Windows Services To DEfault Startup
Repair.INK (Shortcuts) File Association
Make sure that reboot when finished it checked and then close all applications other than the repair tool and then hit the start button then allow it to run and reboot your machine after if it does not auto reboot.
Now see if your issue is resolved.

When you drag, drag it down to the bottom then to the left. That usually works.

when i click on the task bar and try to drag it back to the bottom it doesnt work
@ Ztrucker they say that has been tried already.
