My neighbour got a new computer without a mailbox. I tried to download outlook express but I am having a problem. What is best for windows 7.

Outlook express will not work on windows 7 you need live mail

You will also get the option for movie maker, picture gallery etc

As an option, you can install Microsoft Office Outlook (not Outlook Express as Essexboy said above) as a local client on your computer. Just install the module from Office 2003 or 2007 and set up the POP3 as usual.
