Go! Green card VS Traditional card

These two cards identical except the Go! Green version does not have a fan and is supposedly very quiet. Will these reduce the performance of the card, which card would you choose? I will be using these cards for casual gaming; Skyrim, COD, etc.

FWIW a better less expensive card http://www.amazon.co.../?tag=pcpapi-20 a 192 or 256-bit video card would be better for gaming if your budget and present hardware will allow it.
