hp laptop wont boot no matter what

I got a hp laptop and I won't to reformat it and start over, but when I try to log on after I push the power on it says,
We apologise for the inconvenience, but windows did not start successfuly. A recent hardwaror software change might have couses this.
If your computer stopped responding, restarted unexpectedly, or was aromaticly shut down to protect files and folders, choose last known good configuration to revert to the most recent settings.
I tried that and it didn't work.
Then it says
If previous startup attempt was interupted due to a power failure or becouse the power or reset button was pressed, or if you arnt sure what caused the problem, choose command problem, choose start windows normally.
Then it gives you the choice of
Safe mode
Safe mode with networking
Safe.mode with comand.prompt
Last known configuration
Start windows normally
Iv clicked on all and nun have dun any good what should I do?
