How can i "Data Dump" or Restore my hard drive?

So, i bought a laptop (toshiba) Approx. 2 years ago. I have just gotten a new one, and will be giving this one to my little brother. I would like to get rid of all data on this laptop because there is some "sensitive" information. Passwords, accounts etc etc. When i bought the laptop, it did not come with any discs to restore it or anything. So basically i am looking to just delete all information beyond recovery so that he may have this laptop and do what he wishes with it. If anyone knows how i can do this it would help greatly.

P.S. I also have a 3TB External Hard Drive that i could maybe store the files on? Idk.
