Constant problems with Iphone 3GS Signal

It might just be my provider, but recently (around 6 months or so) my Iphone 3gs on Rogers plan started having very unstable signal. I don't really use internet for much just to check email and stuff but it's really annoying when it happens and I get "call failed notifications" , is there anything I can do about it? Should I just file a complain with my provider?
