No privileges tab in phpMyAdmin home page

I have just installed xampp running mySql and APACHE. After going to http://localhost/xampp/ then to tool-> phpMyAdmin finally to the main phpMyAdmin page i'm either completely blind or the privileges tab has been disabled. So with out the privileges tab i cant create a new user. Any finding how to enable the tab would be helpful appreciated.
