Can Not Get Past STOP Error Message

In the past I have always been able to get past STOP error messages one way or another including a complete software reinstall, but now I have met a situation on an HP d4600y with Intel Core 2 where it will not accept a reinstall. It gives the following STOP code:

0x0000007b (0xf78d663c, oxcooooo34, oxoooooooo, 0x00000000) and says I should do a chkdsk/f but I can not get a screen even in safe mode to enter same. Somehow it doesn't seem to be getting to the hard drive and even ERD does not help.

Any ideas with respect what to do?
