Problem turning file sharing off.

Hi I have installed Online armor Firewall on a Laptop that is running Vista 32bit and ever since doing so I just can not turn file sharing off so it stays off. I have disabled it in the network and sharing center but on every reboot it turns back on, also Network discovery is on and has a custom label on it it also should be off but again wont stay off. I also went into Network connections and turned off File and printer sharing for Microsoft networks on wireless the network card, this at least stays off.
I am trying to make it more secure for an elderly friend and would like it to stay off if possible.
