Creating video with CS5 Photoshop and it won't play

Trying like anything to find a fix for this, but I created a video which was snow falling. I preview it, and it plays correctly. I save it via CS5 program.

I attempt to download the video onto YouTube and everytime it tells me I am trying to download an image, not a video which is not the case. It is a bona fide GIF. Yet, YouTube doesn't know it is that.

I had come to the conclusion that there must be some settings on my computer which are preventing it from showing as an video. Yet, when I tried to make a GIF on my laptop I ran into the same problem.

I have attached a screen shot of my CS5 page.
