Hello blueeyedbtrfly
Can I first of all ask does the whole notebook turn off completely and not just the cooling fan.
Have you checked that the AC adapter port has not come either loose or detached from the MB as this will not only prevent the battery from charging it will also short out the system causing the notebook to shutdown.

We have a Hp Dv7 laptop that will not turn on. We push the power button the lights light up fan kicks on for maybe 2 seconds and then go off.

The whole system shuts down. We checked the charging port when we switched out the bottom case.

We also tried the troubleshooting tips on hp site of pulling battery trying to power up with just power cord and nothing happens.

Did this also happen when only the battery was fitted or is the behavior restricted to happening only when the AC adapter was connected and switched on.We push the power button the lights light up fan kicks on for maybe 2 seconds and then go off.
Has the original battery also been tried with the new AC adapter and vice versa has the new battery been tried with the original AC adapter.
Do the AC adapters have an LED on them that illuminates when they are connected to the wall socket and the power switched on.
If the above checks out as being ok can you remove the memory sticks, reconnect the power and see if there is any change when you press the power on button, the notebook will not boot up obviously but if there is any change such as you hearing error beeps it suggests that your Ram and memory slots are ok, if there is no change it suggests a MB or power supply issue.
