Hidden "administrator", cant show it again!

my pc has a user which is NON ADMIN say P
P has UAC switched on, such that no installation programs (.exe) files can run.
then it has a hidden ADMINISTRATOR say Q whose p/w i know

MY AIM:
either make Q visible
OR
make P the admin

MY DIAGNOSIS:

1:
i try to open cmd w/ run as administrator.
UAC confirmation appears which has greyed out yes button, i click close and run cmd normally
then i write
net user administrator /active:yes
it gives an error
system error 5 access is denied

2A:
go to login screen press crl alt del twice,
no luck

2B:
go to switch user page, no luck

3:
go to user accounts and change settings
the same uac confirmation box which has greyed out yes button, i click close.

4:
PLEASE HELP!
