Can not register msxml4.dll or msxml6.dll to registry in XP

The title sums it up for XP. Can not get msxml4.dll or msxml6.dll to register successfully using regsvr32 MSXML4.dll in run or regsvr32.exe "C:\Windows\syswow64\msxml4.dll". Get error code 0x80070005. Permissions are signed in as administrator. Removed, redownloaded, and reinstalled msxml.msi from MS which is MSXML 4.0 Service Pack 3. Same problem. Did the same for MSXML 6.0 and same problem.

Suspect access is being denied to registry for the specific dll's msxml4 and msxml6 as msxml3.dll can register successfully.
