Try to run IE, nothing happens same with Norton scan[Closed]

My son used my wife's laptop and the next day when I went to use it, I couldn't open IE. Once I tried to start IE the system stopped doing anything.

I tried to run a Norton 360 virus scan of the PC, but it doesn't work. Norton starts, and when I select the scan, it just sits there and doesn't do anything.

I tried to start the laptop in safe mode, but when I try to run Norton, it does the same thing. It says 0 files scanned.

Please help. My wife is freaking out and needs her laptop to work.

What exact Operating System is in use on your Wife's laptop please ? Is there another Browser installed on the machine that works at all ?...Also if the need to transfer some specific tools via a USB Drive to your Wife's laptop, what Operating System is in use on the machine to download them with ?
