error cannot create activex component windows xp

I have a program that is a image importer that pulls images from my server to store them as backups for my little online business.

Long story short, my XPS crashed and died, and I have a Dell 4600 to use right now, it is what I have and can afford.

I tried to run the image imported on the 4600 I get error "cannot create activex component". This computer is running windows xp home SP3.

Any ideas what the issue is and how to fix it? Any help would be appreciated.

What is the name of the program? Do you have a link to a web site for it?
