Windows Vista hp G60 Lock Out

My computer has this problem during start-up. Turn on computer, goes through microsoft procedure. But instead of taking me to my login screen, it takes me to launch start-up repair.
So I press f8 until it takes me to safemode. I click on safemode with networking. Starts loading windows files they get just about loaded, then it stops and blue screen comes up with a bunch of symbols and writing that I can't make out. It's only there for a second then either shuts off or back to launch start-up repair

I'm sorry. I thought I mentioned that I had Windows Vista. Are the instructions about the same? I truly am sorry.

Yes, the process should be the same for Vista.

I did it twice when I restart takes me back to some kind of file dump then shuts off.
