No Sound Bar/Multimedia controls not working

Hello guys,

Problem
I cannot get my sound bar(visual display of volume adjustment) to come up on my screen and my multimedia keys on my keyboard do not work.
Cause
Essexboy and I have been working on this PC. I ran a program linked to me in post #8 here:

and this fixed the main issue, but at this same time caused this small one.

IntelliType 8.2 32-bit for Windows XP (exe)
I am 100% sure this is the link and program I previously used.
