Sorry for not getting to you quicker but I found these instructions for you.

Press WinKey+I.

Select Change PC Settings.

At the top/right of the window, click the Lock Screen item.

Select any of the Thumbnail images to change to that image.

Click the Browse button and navigate to any custom image that you wish to use.

Best

This is for the one when it first enters the pw area. You click and it rolls up to reveal the login screen
You then want to change the profile picture on the login screen?

No,

The green background where I enter my password must be different and can I hide that scroll thing?

What scroll thing are you referring to?
The login pic can be changed but the Metro UI can't be changed.
Take a look HERE and let me know if you see the screen you are referring to please.

That is the instructions I sent. The original poster on the topic those instructions was talking about the green Seatlle space needle tower picture that is set by default with Win8. I figured that was the screen you were describing.

I believe this is what you are looking for.

How to bypass the Windows 8 lock screen

To remove the lock screen entirely, so that locking is just a plain password prompt — and booting up goes straight to the same password prompt — just follow these very simple steps.

Hit the Start key, type gpedit.msc, and press Enter. This will open the Local Group Policy Editor.
Navigate to Computer Configuration > Administrative Templates > Control Panel > Personalization
Double click “Do not display the lock screen,” and select Enabled from the dialog that pops up. Click OK.

The change is immediate. Go ahead and press Win+L and admire your new, minimal lock screen.
