Can't receive email with MS Outlook

Hello, I'm new to the forum. I can send emails with my MS Outlook 2003 but cannot receive any. When I click the "Send/Receive" button, nothing happens, as well as when I try to "Define Send/Receive Groups" under "Tools," nothing happens. I called my ISP (AT&T), and they went through all my settings and what not and concluded that it's an "Outlook problem." Anyone have any recommendations on how I get my Outlook to receive emails again? Thank you!

I believe that your antivirus software is scanning your outgoing mails. BTW What antivirus have you installed?
