Keyboard Failure in Safe Mode

Whenever I go into safe mode with networking and open an Internet browser, my keyboard and mouse stop working. I can use them however much I want when I boot up the computer normally and go on the Internet or in safe mode with networking without going on the Internet. Does anyone know why this might be?

ok I just used the onscreen keyboard instead and it seems to be working fine
