mshtml.dll error - cannot use any antivirus program

I brought a used laptop and it has windows 7 64bit os. I cannot install any virus scan program and numerous windows update modules along with other applications like updating java, updating flash player, etc. I keep getting an error relating to mshtml.dll

I have tried three antivirus program that did not even open. Norton power eraser worked and was able catch mshtml.dll as a risk but could not fix it.

Any help and suggestions are greatly appreciated.

UPDATE: I was able to perform few Microsoft windows update but it got stuck at update "Internet Explorer 9 for Windows 7 for x64 based systems" (which does not install - I get the same error). I was able to install avira antivirus program (malwarebyte, avg, Symantec did not work due to the same error). When i ran the avira scan, it between, i got the same error and avira was forced to close. I am also not able to start internet explorer at all.
