I have install avast free edition for now.
Even with scan off in registry, we are still facing the same issue.
I have noticed that there are still avg9 and avg10 under program files\avg
What do you think if I reinstall avg 9 and 10 and use Revo to uninstall them?
Or any other suggestion is welcome.

Hi saskpc,

Let's see if deleting the old AVG files works before going with something more complicated. Boot your computer to Safe Mode (tap F8 when booting the computer and follow the prompts) and see if you are able to delete those two folders (AVG 2009, 2010). Let me know how it goes.

Good morning!
I just finished a test here and it worked, I remove IE 9 and reinstalled it.
All download are working fine!

Just to satisfy my curiosity, it was a reinstall of IE9 that fixed it?

yes remove and reinstall of IE9 fixed it.
