Unable to create user with administrator level

On a Toshiba Satellite 550D running Windows 7. I am unable to create an "administrator" user, and thus unable to change the user control settings. I go in to create the user and it defaults to "standard user" and will not allow the creation of an administrator even though it shows "administrator" level on the user name. This was a display model if that helps. Is there a hidden administrator on these machines? Any suggestions.

Sounds like the account you are logged in as is not an Administrator account. If it was a display system then it was set up this way on purpose. You're best bet would be to do a System Recovery to factory new state.
