Can't Load Recovery SW, Copy Protection error

I completely erased my hard drive off of my Toshiba laptop, chose the erase all sectors option, took almost 24 hours to complete. I get a "Copy protection error, the read failed because the sector is encrypted" message when trying to use the Toshiba recovery disks. Do I have bad recovery disks or is my hard drive no good? Thanks.

What do you mean by "completely erased"? Modern malware can make a complex mess of a drive. If you're going to erase everything and start over, you need to completely overwrite the drive first. Formatting is sometimes not enough. Years ago this was called a low-level format, but any utility that writes zeros to the entire drive will work. I like http://www.dban.org/
