does anyone know what to do when your mouse is frozen and still won't move after several reboots?

You could try uninstalling and then reinstalling the driver for the mouse.

Maybe the mouse is broken.

try going to buy a usb mouse, for instance my old computer which was asus always had horrible mouse problems like that, i finly looked it up and apparently it had a flaw with ps2 mouses so i got a usb one and it worked great with it. Course then the computer got replaced anyways just to upgrade ;) :tazz:
