USB Malfuntion

Not sure if this was covered before (I tried to search the topic)-however, my problem is when I plug in a USB device for instance my wireless USB adapter, all of my other USB devices stop working and my computer produces no sound. I'm using a Belkin Adapter, and I'm running a Windows 7 OS 64 bit system. I'm beginning to think it's the adapter that is causing the malfunction because if I plug in a jump drive, I do not have that issue.
