200gb hard drive can only get it to 189gb

I just went from a 60gb to a 200gb hard drive. The question is why is it only at 189 gb when I check it? Bear in mind that Im new to this and am stupid. 8(

when you install a new hdd it will never read what it says on the label by the time you get to windows.. the reason is because a partition has to be created on the disc to make it readable and writable... this allows the disc to formatted.. i wil not go into to much detail as you are new but this is normal.. hdd is fine
