GTX 650 or Radeon HD 7850?

The title is pretty much it.

AMD Radeon HD 7850 - 2GB - HIS IceQ X - Cooler, Quieter

NVIDIA GeForce GTX 650 Ti Boost - 2GB - EVGA Superclocked - Core: 1072MHz

What you wish to use the card for is the key to your answer, the HD7850 card is marginally better performance wise due to it having a 256-bit memory interface, you are paying more for this though and this is where the card starts losing ground to the GTX650Ti.

The GTX650Ti is faster, it requires less power, it has 2 DVI ports, it is less expensive + it has a 3 year warranty for both parts and labor as opposed to the HD7850 cards 2 year warranty for both.

If this is purely for gaming I would choose the GTX650Ti card all day before the HD7850 this based on the points above.
