Thanks for the tip, I really thought that installing it from the site would work...
Uninstalled... restarted... downloaded and installed from windows.
I restarted and clicked on internet explorer.
Unfortunately this did not work either. IE just flashed a window and disappeared as before.

Try tweaking.com's Windows Repair All-In-One.

Once you get to the repair part, press Unselect All, then check only the following:

Reset Registry Permissions
Reset File Permissions
Repair Intrenet Explorer
Remove Temp Files
Set Windows Services TO Default Startup

Click Start and let it run to completion.
