Do you mean the Yahoo Toolbar and the Bookmarks bar Douglas?

Or do you mean the Browser bar?

Right click on an empty area of the Taskbar and choose Properties.

Make sure "Use Small Icons" is ticked in the Taskbar tab.

Right click on the Taskbar and select Properties.
For Taskbar Buttons, select Always combine, hide labels.

here is exactly what i did Click on the start button and type in regedit and hit Enter.
Navigate through HKEY_CURRENT_USER\ControlPanel\Desktop\WindowMetrics.
Create a new REG_SZ value and call it MinWidth
Set the value of MinWidth to 56
Restart
