installing operating system on new hard drive from recovery disk

I installed a refurbished 80g hard drive into a dell computer put in the recovery disk for windows xp
Operating system from the old hard drive the boot settings r correct
With it starting with the rom drive and all it does is give me a black screen that says
Strike f1 to reboot,f2 for setup utility I don't know what I did wrong please help
