Chrome and PC problem

Hi guys i have a big problem with my pc and google chrome.
So this does not happens always :
Chrome takes to long to open a "NEW" page for first time.It does not matter what page it takes 30sec but when i open the page for the first time after then the speed is normal.
When i have this problems with chrome my PC have the same issues, example:
When opening a image or a program for the first time i need to wait very long.
This happens to me maybe for 3,4h in a day.
And when i try to shot down my pc in this period i m getting "netsession_win.exe " needs to be closed.

i tried :
Unistall few times google chrome
deleted cache files , browser history etc
Unistalled and reinstalled NETsession

Hi imnice,

Sorry to hear of the problem with your browser.

Try uninstalling Chrome a final time, when its uninstalled then be sure to shut down your computer (a full shutdown (not a sleep/hibernate etc)
wait 5 minutes, by the clock and then:
reinstall Chrome
any improvement?

If no improvement then see if the problem is the same when running Internet Explorer.
