weird circle indicator thingy appears on gaming mode or full screen

as the title states, I get weird circle thing pop on my screen that is really annoying.

does anyone know what this is? and how to get rid of it?

I just built a new computer system with evga gtx 660

btw the circle thing does not appears when I use print screen from the system, could only capture by phone camera.
