IE 10 blinks when clicked on no window opens nothing

windows 7 home prem. Did windows update not IE 10 upgrade will not work , Google chrome works but IE when clicked on just blinks no windows open, have done reinstall and done manually from the disc to restore system 3rd disc said memory dumb, registry wont uninstall IE , Google Chrome works but not IE , did windows update get codec error 00000064 did restore still same issue with IE, what can I do ? Cannot get rid of Google chrome. how can I get the IE to work ?

Try downloading the Microsoft FixIt which will automatically reset IE to default settings.
