Computer keeps looping after corrupt diagnostic cd was ran

I ran a diagnostic cd on my laptop which made my computer start to loop when starting up. Also made my 120GB HDD now a 100MB HDD. I have installed a new 250GB HDD but still looping. I get a error page that doesn't even stay up for long and I cant seem to stop the looping to read it. Any help would greatly be appreciated.
