Is this a virus or not

This has been driving me crazy now for days. So I bought this PC and it had [bleep] Nortons Anti Virus already installed on it. I have now installed Avast aswell. Anyway, I downloaded a game to try before I buy from a website that lets say... is pretty good at keeping the files free from viruses but by no means completely safe. Usually I can identify a trojan or whatever but the report I got for this file is unusual to me. Only Norton detected the "suspicious activity"

It's inside a setup.exe, apparently. Here is the original report

I was advised that this could just be a false positive, and then further advised not to use Norton. I was then directed to the website www.virustotal.com where you can scan files with multiple virus databases and I got these results

I got a detection ratio 1/46 on virustotal.com
