I'm really concerned about it. The system tray and tops of the windows are all colorful and static-like. my google chrome search bar is also being strange... any ideas as to what's going on?

Does it happen always or when specific programs are open?

Try uninstalling and reinstalling your Video Card driver.

Hi
If the graphics driver being reinstalled has no effect then try restoreing you computer to an earlier point in time.
It wouldn't hurt to run your Anti virus and then run scan disk as well.
How to run scan disk:
1.Double-click My Computer, and then right-click the hard disk drive you want to check.
2.Click Properties, and then click Tools.
3.In Error-checking, click Check Now.

Right click on the Desktop and select Personalize.
Click On Color at the bottom. See if anything is set there that is causing this.
