Catalyst Control Center Not Changing Method

Hi guys,
I have had a problem with my Dell Vostro 3550 for a very long time, infact ever since i got it.
This computer has a AMD Radeon HD 7650M graphics card in it. I specifically bought this computer for its price and the fact i could run games fairly well off of it.
Ever since i got it, everything has been laggy due to this control system. I thought i had got it right when using it but i dont think i have..
Yesterday i decided to go on a full war against this program to get my computers card running like it should.
I uninstalled the program completely, all of the AMD stuff and completely reinstalled it.
I have been trying to change the method from "Select the graphics processor based on application needs"(Dynamic) to "Select the graphics processor manually or based on power source" (Fixed)
I want to change it to a fixed graphics so i can manually put it onto my AMD GPU not the Intel GPU
When i select the second one, i click apply and it reverts for a second then goes straight back to the first one. I have no clue why it does it. Windows pops up and says that the colour scheme has changed and it isnt compatible with what i changed.
I have the latest BIOS for the 3550, everything is up to date. I am running on Windows 7, I believe when im trying to switch the graphics, the card isnt actually switching at all.
I would really love some info on how to change my laptops graphics card to fix it to the AMD GPU not the Intel inbuilt card.
Its getting really frustrating to the point where even games like Minecraft and other such programs are nearly impossible to play.

Edit: After retrying to change the method today, the notice it comes up with is "a running program isn't compatible with certain visual elements of Windows", i googled it and disabled the Aero theme, im using a basic theme now.
So i tried to select the fixed method again, and all it does now is flick from the fixed method to the dynamic method, no error at all, just changes.
