Missing Remove Updates Option

I am trying to remove an update from Microsoft installed on my computer on 9-11-13. I go to Control Panel add and remove programs, click on updates, the list appears but there is no option to remove or change this update. There is no remove on the program list either if I wanted to remove a program. Your help is needed badly on this and will be greatly appreciated.

Usually you need to right click on the update to have the uninstall option to appear but some updates cannot be removed so depending on the update it might not be an option.

It was an update from Microsoft on Office 2010 Starter and it has now made it so I can't use it unless I purchase. This was supposed to be free for the life of the computer. I also do not have the ability to remove any programs. If you right click nothing happens at all.
