First and foremost, welcome to Geeks To Go's forums! I hope you stick around after we've assisted you in resolving this issue, as there is a lot of great members and information available on Geeks To Go's site. Now that the pleasantries have been said, let's take a look at your issue and see what we can do to resolve it!
STEP ONE: Batch Shutdown
What I'd like you to do is to create a 'Batch File' at this time. To do this, you can follow the steps given HERE. In the batch, I need you to just have the text below in the Code Box...
shutdown.exe /s /t 0 /f

Once you have made the batch file, please try it out by double clicking it or right clicking and selecting open. Please pay attention to how long it takes to shut down, if any errors occur and so forth. This is just a test, not a solution. Post back with your results ASAP.

Thanks for the welcome, hopefully i will gain alot with my time here,i am curious to learn but have limited experience so go easy on me please. :)

Now back to my problem, i have done what you said and run the batch file, it sat for 30 seconds loading and then went to the shut-down screen it then sat on the shut-down screen for 10 mins and i have left it running hoping something will happen but nothing else has happened yet.

to me it seemed the normal way to shut down, is something supposed to happen or is it possible I'm doing something wrong. (as it is no different than when it normally shut down with the problem i.e. no errors or warning messages.)

After 30 minutes i gave up waiting and turned it off by holding in the power button, then turned it back on, later i went to open chrome, the cursor showed it was loading but nothing happened i then pressed ctl+alt+del and after a while the screen went black with a dialoge box appearing titled:

logon process has failed to create the security option dialogue

(with text written within the box saying) Failure - security options

this might not be of any benefit but just to let you's know as much as possible

Thanks for the help, very grateful

Hello Squidboss

If I may ask a few questions while PhrantiQ is offline;

Will the computer not boot up at all now (if not have you tried tapping F8 on applying the power to see if you can access Safe Mode).
What is the brand and model name or number of the notebook.
Do you have a Vista installation disk and product key for the notebook or is there a recovery partition on the HDD.
How much free storage space was/is available on the HDD.
Has the HDD been making any odd noises or access to data on it been slower than normal.

thanks for helping phillpower

1. The problem is when it is shutting down, it starts fine and i can select safe mode, so far i have discovered chrome (internet) wont open in normal mode but will in safe mode. Also it tends to freeze easy in normal mode and all you can do is turn it off by holding in the power button.

2. Toshiba satellite (L300 model or similar i think - will find out for sure)

3. system recovery is on it. (should i try simply recovering it to a previous point.) i dont think we have the vista disk as it was installed when we bought it.

4. Unsure but was plenty last time i checked (not near computer)

5. no not in particular when i was using it anyway(family computer) however in recent times months it has slowed down but i think that is just due to the age of it.

STEP TWO: Gathering Intel
  • At this point and time I'd like you to get the utility MiniToolBox and run it with the following checked items.
    • List content of Hosts
    • List last 10 Event Viewer Errors
    • List Installed Programs
    • List Devices
    • Only-Problems (leave it checked)
  • List Users, Partitions and Memory Size
  • List Restore Points

After you've just the above items, please then hit GO. Once it's done running, which normally doesn't take too long, it will have a text or log file pop up. Please copy & paste that into a reply.
STEP THREE: Attempting Repair - Part One
  • I'd like you to start a System File Check (SFC). This is a built in system tool that Microsoft has for checking the current file systems out and making any necessary repairs. To do this, you will need to open up an Elevated Command Prompt, which you can do by following these easy steps:
  • Open your Start Menu
  • Select All Programs
  • Then select Accessories
  • 'Right Click' on Command Prompt
  • Select Run as administrator from the Context Menu
Now you should see the Command Prompt window open at this time, which I need you to type the exact text found below in the code box hitting your 'ENTER' key after you finish typing it.
SFC /SCANNOW > "C:\Users\Public\Desktop\SFC Results.txt"
This may take a while, so please try not to interrupt it or use the PC as much as possible while it runs. Once it is done, it will go back to the original line of text you saw. At that point, I need you to look on your desktop for the text file named "SFC Results.txt". Please copy and paste that into another reply, in which then we can review. STEP FOUR: Attempting Repair - Part Two
  • Please download Windows Repair (AIO - Portable) and go to the 2nd from last tab labeled Start Repairs. Once on this tab, please select the button Start. The warning that pops up can be followed or not, however sometimes running those at this time can be non beneficial or further worsen the issues.

Inside of here, please check all of the following items:
    • Reset Registry Permissions
    • Reset File Permissions
    • Ignore drop down list, just select the parent.
  • Register System Files
  • Repair Hosts File
  • Remove Policies Set By Infections
  • Remove Temp Files
  • Restore Important Windows Services
  • Set Windows Services To Default At Start
Once the proper items have been selected, please click on Start. If the program requests you to reboot your machine after running, please allow it to do so. Once you've rebooted please see if your issue persists and post back with the results and any errors/changes you notice.

quick update for you

since i started the computer in normal mode, i was unable to access the internet (it wouldn't open)

Then i tried to shutdown the computer and the following appeared "the application failed to initialize properly (0xc0000142)

i have not seen this before,

i then held the power button in to turn off, then started up again and upon start up, it done a start-up repair, it is currently still running and i hope to get into safe mode to continue with your steps but until then i may wait.

thanks this is just a quick update to give you a brief idea.

Hello Squidboss

I did not think it helpful for me to chime in while you were working on the previous suggestions but as PhrantiQ is offline I will bring the following to your attention;

1 Drive c: (Vista) (Fixed) (Total:74.52 GB) (Free:0.77 GB) NTFS

Please refer to my canned text below;

Please note that in order to avoid data corruption and/or mechanical HDD failure for data only HDDs you must always have a minimum of 10% of the HDDs overall storage capacity available as free space and between and 15 and 20% of a HDDs overall storage capacity available as free space if the OS is on it, the free space allows for information to be copied to and from the drive efficiently.

Not having the above can render a computer inoperable if the HDD concerned has the OS on it due to the MBR (Master Boot Record) becoming damaged/corrupt, please see information @ http://pcsupport.abo...sterbootrec.htm

Go to Start then to Run/Search
Type in compmgmt.msc and click Enter
On the left side click on Disk Management
On the right side you will see your hard drive.
Now I need you to take an expanded screenshot and attach it to your next reply.
Do the following to take a screenshot while the above is open and showing on your desktop.

To capture and post a screenshot;

Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... then after typing in any response you have... click on browse...desktop...find the screenshot..select it and click on the upload button...then on the lower left...after it says upload successful...click on add reply like you normally would.

Screenshot instructions are provided to assist those that may read this topic but are not yet aware of the “how to”.

Freeing up some space on the C: drive if you can may resolve this.

It is getting late here so I will also be offline shortly as I have an early start in the morning.

So far nothing much has changed, attached i have 2 screen shots one before i attempted to clear space and one after a bit.

At the moment i am saving doc's etc on a usb in case i lose all (is there any chance i could make it worse fiddling at it or should i bring it to an expert (or might even bring it in to school technician he might know.

by the way your link doesn't work

In reply to your question about you fiddling with it and possibly making it worse, in short "YES". Now if we take our time and you follow our guides exactly, you should be A-O-K. If you don't follow what we post to the 'T' it could backfire. So it's up to you on this, however either way I'd like you to backup all crucial data, better safe than sorry.
The hard drive partitioning and remaining space is one item we need to look at for sure. Beyond that we can run some more advanced and specific Windows Repair items. Though until the free-space is reconfigured, I'll go ahead and hold off. As Phill is a superb, very intelligent techie - I'll leave it to him for now and pitch in as needed for now or if he gets too tied up (like how he got my back while I was on call/at work).

Windows may be, however the space not being available to move around files, caches, etc can greatly throw off a machine. We need to address the partition size issue first. So please look into clearing up space by either moving files from your C:\ drive to your other data drive, which is your E:\ drive. The other option, as previously discussed, would be to shrink your E:\ drive and move the newly unallocated space to the C:\ - Thus extending it and giving it more free space.
