Hi, there is many web development packages out there, it is very simple to create a website as-long as you know the structure of it. Front page 2003 was the only website developer that Microsoft produced, therefore it is a bit outdated but if you use a bit of java script and know your way around html it should be no bother to you. personally its the only program i have used since we use it at school, but even i can create a decent website and the best thing is, that its created to your own liking from scratch, you can get many java scripts online, and they all come with a help text. websites such as
dynamic drive are good. You can also get templates to base your website structure on. if you don't have front page either you will be able to download it.,(Microsoft no longer supply it but you can get it online.)
As for online web designers i'm not to familiar with them. but why not give them a try as any i have used some and they are very simple too use, but just not to my liking.

i forgot to add that once you make your website it will have to be hosted i would recommend finding a good reliable company and host it with them for a small charge.
