Gday Shatarupa1,
To best help you, we do need some more information, please answer the following questions.
What will be the main use for the computer?
Have you already got some parts? if so, please post a full list, include brand and model.
In which country will you be buying.
Need a little clarification on your budget, your topic title says' 10K, (that usually means ten thousand) did you mean under one thousand? or is that not US dollars

LoL! A 10k Japanese Yen can't built any single PC but a $10k can build 3-4 PCs and it depends on the specs.

You cant build a PC under 10K INR atleast. I think you will atleast 15-16K for it. Suggesting a config that you may want to consider for an entry level low cost machine.
AMD FM2 Socket APU - 3.5k
Biostar/Asrock Mobo - 2.5k
Kingston 2GB DDR3 - 1k
Monitor - AOC - 4k
WD 300GB: 3k
any generic cabby+ psu: 1k
Keyboard/Mouse-1K
Total - Rs.16k
Check prices on flipkart and look out for combo deals to bring down your budget further. Hope this has helped
