Application file browser always crashes

Hi, for about a week now i've been plagued with this same [bleep] error. Whenever I browse for a file, either by uploading something from a "Browse" button on a website, to "Opening" a file in any application like Word or Visual studio, I get them same error. My computer hangs for around 5 seconds, then a while box comes up with a few buttons. See screenshot

As soon as this box comes, the application freezes and I have to open up the task manager to manually end the process. When I boot my computer up in safe mode this error isn't here. I've disabled lots of start up programs so it has the same ones as safe mode using msconfig, but to no anvil. I'm starting to think it is a kernal service which is causing this issue, but I really have no idea what.

Please help. I really don't want to have to format my computer just to fix this.

Can someone please help with this? I'm currently switching between safemode to do programming, I really don't want to reformat!

Try a system restore to before this started happening.
