Mouse arrow freezes

I have a HP pavillion computer running windows XP.
It happens that every so often the mouse's arrow stops moving even if I move the mouse. It stays quiet for 15/20 seconds and the resumes working.
I have tried 3 new mouses with the same result. The memory on the computer is close to it's maximum.
I have run Norton power tool, and no anomaly was found. What's the matter?
Help, help.
