Building a new rig and the MB I have has no video support.
PSU-
CORSAIR Enthusiast Series TX650 650W ATX12V/EPS12V 80 PLUS BRONZE Certified Active PFC High Performance Power Supply
MOTHERBOARD -
GIGABYTE GA-990FXA-UD3
CPU
AMD FX-8320 Vishera 3.5GHz (4.0GHz Turbo) 125W Eight-Core Desktop Processor
RAM
G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900)

I'm confused for choosing a good graphics card, I want the best overall performance I can get from the system.
The MB has •4 PCI-E 2.0 interfaces for 2way AMD CrossFireX and SLI multi-graphics support.
My budget is < $200 for a graphics card.
Any advice is very much appreciated.

I would hold off making a purchase until you are able to spend around another $50, this will allow you to purchase a video card that will compliment your present hardware, the GTX 760 would be my suggestion but can I first ask what type of case you have as in full tower, mid tower or SFF (small form factor - less likely as your MB is the full ATX size) this to make sure that there is room inside the case for any potential add on video card.

If your budget will not allow it or you cannot wait consider the R9 270X
