I inadvertently deleted "My Pictures" folder from my pc, but have re-instituted it under "My Documents" but would like to know how I could pin it to my start menu

In Windows Explorer or My Computer, right click on it and select Pin to Start Menu.

I followed instructions for My Computer, but "Pin......" does not appear on dropdown list. Also couldn't locate Windows Explorer. Screenshot enclosed.

Sorry about that. Forgot you have XP. Vista, WIn 7 and 8 have the Pin .....

For XP, just place a shortcut to My Pictures in "C:\Documents and Settings\<youruserid>\Start Menu"

Easy way is to open your Documents folder then right click on My Pictures and select Send to Desktop.
Next, open "C:\Documents and Settings\<youruserid>\Start Menu" then move the My Pictures shortcut from the Desktop to this folder.

I manged to get My Pictures pinned to Start Menu, however if I save a picture to My Pictures and click on Start>My Pictures it only shows Windows Pictures. In order for me to see my picture I have to go to My Documents>My Pictures and then I can see my picture. Its not a major problem but an inconvenience. Any ideas?

Sounds like Start>Pictures is not the same place as My Documents>My Pictures.
