Pressing F8 at any time during boot has no effect.

Some keyboards have a "[F Lock]" key that must be toggled On before the Function Keys ([F1]-F12]) will work.

You can also try F5 instead.

All F Keys are operational and F5 does not call Safe Mode.

1) Does any other keyboard work?

2) If that's a USB keyboard, try a PS/2 keyboard instead (if possible).
