AMD Phenom II x4 965 - only 3 cores?

My cousin's PC has the exact same CPU as me, an AMD Phenom II x4 965 quad-core. In CPU-Z, it shows that only 3 cores and 3 threads are being utilized. Why is this? CPU-Z on my PC shows that all 4 cores are unlocked and operating fine. Here is a screenshot:

Also, in CPUID HWMonitor, it shows the 3 cores running at 0 C?
