Can't install .ttf files

I'm using using windows 7 and I can't install new fonts - I've tried extracting, moving to the desktop, going into the font file and nothing. Any suggestions?

Couple methods here: How do I add a font in Windows 7

Also:

Step One: Open up the .zip folder.
Step Two: Place the .ttf on your desktop or some other folder.
Step Three: Right click and hit "Install", it'll automatically route to the Font folder. If you have the font folder open, hit the "Back" button, and then go forward.

None of those steps are helping. I am the admin on the computer. I try to copy from downloads to the font directory and the desktop and neither work. The files simply won't move from my downloads nor will they automatically open if I double click them... It must be an issue with my computer.... any suggestions?

There is no option to do that. It has to be something that's wrong with my computer or settings that isn't letting me install them. I know how to right click and install something, but when I right click on the icon, I have no option to install.

Nothing is working.
